If this helps, please mark this as “Accepted Solution” as it will help several others with the same issue to get it resolved without hassles. I have already tried all the steps in that solution. I even tried this on a 'Clean' (one that never had the installer run on it) running Windows 7. The result is always the same. There is no error during the install. The Scanner is detected and show up as a device, but the Printer does not show up and the computer does not create the USB001 Virtual printer port. However, if I try this on another PC with the same hardware, but running Windows 10 V.1703 64 Bit, the printer installation runs fine and adds the device as a printer.
So pretty much ruling out Hardware as an issue, that leaves driver incompatibilty. Any other ideas on how to make this work on Windows 7? I've been through two separate tech support calls with HP. Both techs removed the driver package, installed the package, tried to manually install the printer using the drivers in the temp folder all with the same result, scanner installs but not the printer. EDIT: Solved this I am not with HP. I do work on a lot of HP devices. This worked for me on three computers it may not work for you. This involves the device manager. You can break things if you are not careful.
I take NO responsibilty for anything. This issue only seems to occur with Windows 7 and if you don't install the drivers first but plug in USB. If you plug in USB first you will get a scanner but no printer. For some reason when windows installs the device it goes to windows update for the drivers and not the hp provided drivers. You need to download the full driver pack. When finished browse to C: Users YourProfile AppData Local Temp and look for the folder the drivers extracted to (find the folder with the new date).
